Charge: Assist the Council and the Department in gaining additional input concerning state and local long-term care policies, practices, and reform proposals. Foster participation by consumers and other stakeholders in the planning and implementation process of reform. Assist the Council and the Department in training and technical assistance activities to enable local long-term care citizen oversight bodies to assume more responsibility and effectiveness in guiding the planning and implementation of effective local systems.

Tasks include:

bulletAssist the Council to receive broad and meaningful input from consumers of LTC services about the design and delivery of programs and services, including the reform process. Working with the Council Chair, organize efforts to obtain meaningful input from a broad array of long-term care consumers and their families and routinely report to the Council and its Comprehensive System Change Committee about the input received.
bulletAssist Local Long Term Care Councils and COP/LTS Advisory Committees in their efforts to provide more effective citizen oversight of long-term care services at the local level.
bulletMake recommendations to the Council about ways that the Council and the Department can benefit more from the insights and knowledge of local council and committee members.
bulletDevelop and recommend to the full Council strategies for clarifying and strengthening the role of local LTC Councils, including whether state statutes should be modified to streamline the roles of various local advisory groups in Family Care counties. Make recommendations to the Council about other ways that these citizen oversight bodies can be supported and strengthened.
bulletAdvise the Department on federal grants designed to foster strengthening of the state's long-term care system.
