Charge to the Wisconsin Council on Long Term Care
Reform

MISSION: Advise
the Department of Health and Family Services on goals and strategies for
implementing statewide reforms of long term care for elderly people and adults
with disabilities.
Key Tasks for 2005- 2006
 |
Advise
the Department on implementing a plan for comprehensive statewide long term
care reform, including short and long term strategies for building a more
integrated, cost-effective system. |
 |
Assist
the Department in gaining additional input concerning state and local long
term care policies, practices, and reform proposals.
Foster participation by consumers and other stakeholders in the
planning and implementation process of reform.
Assist the Department in training and technical assistance activities
to enable local long term care citizen oversight bodies to assume more
responsibility and effectiveness in guiding the planning and implementation
of effective local systems. |
 | Monitor on-going programs and reform efforts to evaluate: |
 | The effectiveness of current efforts in meeting the goals of long term
care reform; |
 | The adequacy of protections afforded consumers within the reformed
system; |
 | The need for statutory or administrative changes to strengthen reform
efforts; and |
 | The need for changes in federal law or policy to support Wisconsin’s
reform efforts. |
 | Receive, consider and advise the Secretary on recommendations from Task
Forces and Committees of the Council, including: |
 | Committee on Comprehensive System Change |
 | Committee on State and Local Stakeholder Participation |
The Department and Council will also rely on advice from existing Councils
that represent the needs and perspectives of people with disabilities and others
knowledgeable about serving them effectively. The Council will consult with the
Council on Mental Health concerning the best way to incorporate mental health
system redesign and county-administered mental health services into the long
term care reform. The Council will also consult with the Council for
Children with Long Term Support Needs regarding coordination of reform efforts
affecting both adults and children.
