Charge: Serve as the Council on Long-Term Care Reform’s steering committee by shaping proposals related to comprehensive reform, both short- and long-term, for Council consideration and advise the Department on Health and Family Services on implementation of its federally funded Comprehensive System Change project.

Tasks include:

bulletDevelop recommendations for Council review on a timetable and strategies for achieving a reformed long-term care system that reflects the goals and guiding principles of Long Term Care Redesign.
bulletAnalyze the barriers to statewide implementation, over the next 6 to 10 years, of a comprehensive plan for statewide expansion of long-term care reform that assures expanded access, better quality, and more choice to consumers by applying managed care strategies in new and expanded programs facilitated by public/private partnerships. Develop recommended solutions to those barriers.
bulletAddress the barriers to a more balanced and cost-effective long-term care system to support the entire range of options consumers need from home to community to institutional care.
bulletEvaluate specific plans and reform proposals, whether from the Department or from others, to advise on the extent to which they are consistent with the goals and principles.
bulletMonitor results of reform efforts, including considering data from specific programs, evaluations of specific initiatives, and overall demographic and expenditure trends to develop suggestions/recommendations for course corrections as reform moves forward.
bulletContinue the work of the Council’s New Freedom Initiative Committee by monitoring the implementation of the ADA Title II Advisory Committee’s recommendations for achieving compliance with the Americans with Disabilities Act.
bulletAdvise the Department on implementation of its federally funded Comprehensive System Change project.
bulletFollow the work of other Council committees and task forces and assist the council to integrate the recommendations of those groups into a cohesive plan for reform of the overall long-term care system.
