ADA Title II Advisory Committee
Charge to
Work Group on
Program Design and Monitoring Systems
The scope of this group’s work will be to review how existing programs and
processes are designed and monitored, including a review of the current quality
assurance evaluation processes in use in the state long term care programs. The
group will develop recommendations in this area as well as on how the state
should monitor the overall compliance of Title II of the ADA in Wisconsin.
Suggested action steps for this work group are:
 | Compile a list of the relevant programs, monitoring systems and processes.
Include flow charts, diagrams, or other means of clearly demonstrating
function and inter-relatedness. |
 | Develop an understanding of how each program area is evaluated, including
indicators used, documentation produced, and staff who are responsible. |
 | Review the current service delivery systems in place in the various long
term care areas. Assess the availability of both community and institutional
services and their capacity to provide services in light of Title II of the
ADA and Olmstead. Develop recommendations that will improve service
delivery and access to community services on a consistent statewide basis in
light of these requirements. |
 | On an ongoing basis, maintain awareness of the progress of other groups,
both to avoid unnecessary overlap of function, and to identify opportunities
for possible interactive support. |
 | Articulate a specific area of focus in which to make recommendations for
change, reinforcement, or shifting of resources. |
 | Analyze information gathered and design recommendations in area of focus. |
 | Provide information to the other work groups and present information to
the full committee, to assist in development of a comprehensive final
product. |
